I provide strategic counsel to health care organizations and policymakers, drawing on deep experience at the intersection of government policy and market operations. My career has been defined by a dual focus: designing nationally recognized health reforms, and leading major business lines to execute on them.
Executive leadership
Most recently, I served as Oregon Market President for PacificSource Health Plans, overseeing strategy for over 500,000 members across Commercial, Medicare, and Medicaid. I led the organization through a successful bid to launch a new Program of All-Inclusive Care for the Elderly (PACE). I understand the pressures of P&L responsibility, provider partnership negotiations, and the need for disciplined growth in a competitive landscape.
Policy & government strategy
Before the private sector, I served as Health Care Advisor to Governor Kate Brown and Director of the Health Policy & Analytics Division at the Oregon Health Authority. I led teams of over 200 staff, negotiated two federal 1115 Medicaid waivers, launched a Basic Health Plan program, served as executive lead on a statewide Medicaid managed care procurement, and spearheaded the design and launch of Oregon's Cost Growth Target and Market Oversight programs.
Health care financing & regulation
I bring deep experience in health care financing and regulation on both the government and private-sector sides. I've negotiated multiple provider tax, intergovernmental transfer, and Medicaid budget packages, with expertise across federal funding mechanisms — Medicaid/CHIP, Medicare, and state waivers (1115 Medicaid demonstration, 1331 Basic Health Plan, and 1332 innovation and reinsurance). This includes hands-on work in health plan, hospital, and provider financing, contracting, and managed care rate development and regulation.
